$121M Harper Street DOT Yard Redevelopment Moves Forward: See Photos

FLUSHING, NY — The New York City Department of Design and Construction (DDC) and New York City Department of Transportation (DOT) marked a major milestone in the redevelopment of the DOT maintenance facility in Willets Point, Queens, with a "topping-out" ceremony celebrating completion of the project's structural frame.

The $121 million Harper Street DOT administration building and yard redevelopment is located at 32-11 Harper Street, adjacent to Flushing Bay. During the ceremony, guests, project team members, and construction workers signed the building's final structural beam before it was installed.

The project is being delivered by a design-build team led by Urbahn Architects, with Selldorf Architects serving as design excellence architect and Scalamandre-Tully JV as builder. The joint venture combines Peter Scalamandre and Sons, Inc. and Tully Group, while Arup is serving as owner's representative.

The redevelopment will replace obsolete and deteriorated facilities dating to 1934 that no longer meet modern operational, safety, and resiliency standards. The existing 160,000-square-foot Queens Roadway Repair and Maintenance & Fleet Services yard is being comprehensively upgraded.

The project includes construction of a new administration building, wash bay, and security building, along with a range of site improvements. Planned work includes resiliency and sustainability upgrades, regrading, reconstruction of the perimeter bulkhead, improved circulation, and reconstruction of the site's waste and stormwater conveyance systems.

"The 72,000-square-foot-Harper Street Administration Building-- which will include storage space, a truck wash building, flood wall, EV charging stations, and sanitary and storm sewer upgrades, and will house NYC DOT's Fleet Services and Roadway Division, NYC Department of Design and Construction Commissioner Paul Ochoa.

The redevelopment is intended to create a safer, more resilient, and modern operational base for DOT roadway repair, maintenance, and fleet services while strengthening the facility's ability to withstand environmental and operational challenges along Flushing Bay.
