He had been walking home from J'ouvert, Brooklyn's annual West Indian Day Parade pre-party, when gunshots erupted in the vicinity of 1680 Bedford Ave., according to police. Investigators believe the violence was related to a gang feud.
As the New York Times reported at the time, about 30 bullets sprayed a group of people. Gabay reportedly tried to take cover behind a car, but was hit by a stray bullet.
Gabay died several days later at Kings County Hospital.
On March 23, police released photos of four individuals believed to be connected to the shooting, including a young woman.
The NYPD and the Mayor's Office are still offering a joint reward of $22,500 reward for information leading to the arrest and conviction of the other individuals responsible for Gabay's death.

An online eulogy posted by Gabay's family remembered his "jovial nature, generosity of spirit and an enduring smile."
From the eulogy:
Carey, 43, epitomized the American story. A son of Jamaican immigrants, he rose from public housing in the Bronx to graduate from Harvard University and Harvard Law School. He dedicated himself to public service, serving as an assistant counsel to New York Governor Andrew Cuomo and most recently as First Deputy Counsel for the Empire State Development Corporation, the state’s chief economic development agency.
Gov. Cuomo also gave a speech at Gabay's funeral, describing his aide's death as "one of the most tragic, pointless examples of the rampant violence that is spreading like a cancer through our society."
In a statement issued Friday, Cuomo said Gabay was "an exemplary public servant who lost his life in a senseless tragedy."
Gabay had graduated from Harvard University and Harvard Law School, and was working for the Empire State Development Corporation at the time of his death.
"Today's arrest is a major step forward in the pursuit of justice for Carey's family and loved ones," Cuomo said Friday.
