The Westbury store’s franchisee is GSB Bagels LLC, and the IDA approval for the bagel spot's lease at the Gallery at Westbury Plaza shopping center was necessary because its landlord is a Florida-based Regency Centers, which operates under a Payment in Lieu of Taxes agreement with the agency. The PILOT agreemend was approved at a time when IDAs were permitted to incentivize retail projects and that activitiy has since been prohibited by state law, the IDA said.
