Nassau Police Seeking Second Teen In Christmas Killing

A 16-year-old was already charged, and police are looking for his 17-year-old accomplice.

UPDATE: Police are now searching for 17-year-old Antoine Foster in connection with the murder of Rafael Cepeda.

According to police, Sullins, who was arrested Tuesday, was acting as a spotter for Foster. The two were looking to kill a rival gang member.

"[Cepeda] leaves behind an 11-year-old daughter because two individuals, that are both Bloods members, were shooting at a rival gang here in Nassau County," said Nassau Police Commissioner Patrick Ryder. "Not only is it unacceptable, but it will not be tolerated."

Police said that Cepeda was not the intended target of the shooting. According to police, Sullins pointed out a car to Foster that he believed contained a rival gang member. Foster fired three times at the car, and one of the shots struck Cepeda, said Det. Lt. Stephen Fitzpatrick.

Police have not yet recovered the weapon that was used in the shooting, and said it's possible that Foster still has it. "He is considered armed and dangerous," Fitzpatrick said.

ORIGINAL STORY: Nassau police arrested a teen from Hempstead and charged him with the Christmas night murder of Rafael Cepeda.

Police arrested 16-year-old Shameq Sullins, of 100 Terrace Ave., in connection with the murder. Cepeda, 35, was found shot outside of Sullins' building on Christmas night. According to Newsday, he was walking to the train station to pick up his 11-year-old daughter to celebrate Christmas with her. He was taken to a hospital where he later died of his injuries.

Police have not yet said how or why the murder happened, but a press conference is scheduled for later today.

Sullins was charged with second-degree murder. He is scheduled to be arraigned today in First District Court in Hempstead.
