Mamaroneck Village Official Arrested On Child Porn Charges
The DA's office conducted an undercover operation for a couple of months.

MAMARONECK, NY — A Mamaroneck village official was arrested on charges related to child pornography Friday. Westchester County District Attorney Anthony A. Scarpino Jr said Charles T. Mitchell, 51, of Mamaroneck, was charged with promoting an obscene sexual performance by a child and possessing an obscene sexual performance by a child, both felonies.
Scarpino said the complaint alleges that, on July 2, Mitchell had a video file on his computer of a girl, who was about 10 to 12 years old, masturbating, and then made the video available to share with others on a computer network.
From May through July, the DA’s office conducted an undercover operation involving Mitchell’s use of peer-to-peer software.

The program allowed Mitchell to share and exchange child pornography via the internet.
Investigators were able to download child pornography from Mitchell’s computer.

Mitchell's bail was set at $5,000 cash or $20,000 bond. His next court appearance is scheduled for July 12
He is a member of the village's Board of Ethics. His term expires in December.
Mamaroneck Mayor Thomas Murphy said, "We are shocked by the allegations against Mr. Mitchell. The board will be discussing his future on the Ethics Board in light of the looming charges."
According to his LinkedIn account, Mitchell is vice president, finance and business operations, for Hearst Technology.
