Last Saturday, the owner of Larchmont's Watercolor Cafe allegedly tried to stop a police officer from giving him a parking ticket by grabbing her arm and then drove off without the ticket, as reported in the Journal News today.
Bruce Carroll, 57, was being ticketed for parking in front of a hydrant near his business, which is on 2094 Boston Post Rd., according to court papers. He was charged with obstructing governmental administration in the second degree (misdemeanor), and is due in court next Tuesday, April 27, the court clerk said.
