3 Kidnapped Children Rescued From Hudson Valley Motel: NYSP
Police said negotiators were called in but the man refused to come out of the motel room.

ULSTER, NY — A Kingston man was arrested after being accused of kidnapping three children and holding them hostage in a motel.
The New York State Police said Scipio D. Dubois, 29, of Kingston, was charged with second-degree kidnapping and first-degree unlawful imprisonment, felonies, and endangering the welfare of a child and third-degree menacing, misdemeanors.
Police said Dubois was holding the children at the Rodeway Inn on Forest Hill Drive in the town of Ulster without permission and against their parent's will.

State police investigators trained in negotiation called Dubois, but he refused to release the children or to leave the motel room.
The state police Special Operations Response Team got into the room and safely removed the children.

Dubois was taken into custody and arrested.
He was arraigned in the Town of Ulster Court and sent to the Ulster County Jail.
State police were assisted by the Town of Ulster Police Department, Ulster County Sheriff's Department and Ulster County Mobile Mental Health.
