30-Year-Old Caught In Compromising Position With 15-Year-Old During Traffic Stop: NYSP

After an investigation, he was charged with rape, child endangerment, and several traffic infractions, according to police.

KINGSTON, NY — A Hudson Valley man was exposed during a traffic stop, along with his nefarious actions, according to NYSP.

The New York State Police says that their Bureau of Criminal Investigation in Kingston arrested 30-year-old Roy Cineus, of Albany, after an investigation into alleged unlawful sexual conduct with a minor.

Cineus was charged with felony third-degree rape (actor 21 years or more, vaginal sexual contact with a person less than 17 years old); felony third-degree rape (actor 21 years of more, oral sexual contact with a person less than 17 years old); two misdemeanor counts of endangering the welfare of a child; misdemeanor second-degree reckless endangerment; and several uniform traffic tickets.

State police say the investigation started after a traffic stop of a 2011 Hyundai on North Street, in the City of Kingston, when troopers reportedly saw that Cineus was in an indecently exposed condition while in the presence of a minor.

An investigation determined that Cineus had unlawful sexual conduct with a 15-year-old girl, police said.

Cineus was arraigned at Kingston City Court Central Arraignment Part and remanded to the Ulster County Jail. He is scheduled to appear in court in the future.

State police say the investigation is ongoing.
