Orange County Woman Who Worked At Juvenile Detention Center Accused Of Raping Resident: Police

The resident was unable to consent to sexual conduct due to the circumstances of their confinement, according to NYSP.

GOSHEN, NY — An outrageous abuse of power has led to rape charges against an Orange County woman, according to police.

The New York State Police say that the Bureau of Criminal Investigation at Monroe arrested 22-year-old Perla T. Serrano Rivera, of Walden, on Sept. 3, on charges of sexual misconduct involving a resident at the Goshen Secure Center.

She is accused of engaging in sexual misconduct with a 20-year-old resident of the center who was unable to consent to sexual conduct, due to the circumstances of their confinement, according to state police.

Serrano Rivera is also accused of introducing contraband into the facility and providing it to residents.

She was charged with felony third-degree rape; misdemeanor official misconduct of a public servant performing illegal function; and misdemeanor second-degree introducing contraband into prison.
