Dutchess Man Accused Of Child Endangerment
Police said the incident happened while the man was working at Astor Services for Children and Families.
RHINEBECK, NY — A Dutchess County man was accused of endangering the welfare of a child Tuesday. State police said Tarell Heard, 38, of Hyde Park, was charged with first-degree endangering the welfare of an incompetent of physically disabled person, a felony.
Police said, on March 22, state police investigators were contacted by Astor Services for Children and Families regarding an incident involving a staff member and a care recipient.
The investigation found that Heard, while working at Astor Services for Children and Families, endangered the welfare of a child under the age of 16.

He was issued an appearance ticket returnable to the Village of Rhinebeck Court May 20.
