Heavy Rain Could Mean Flash Flooding For Parts Of Hudson Valley
Even though the temperatures will be milder, the ground will still be frozen.

Steady rain arriving in the mid-Hudson Valley has prompted the National Weather Service to issue a flash flood watch for Columbia, Dutchess and eastern Ulster counties. The watch is in effect from 6 a.m. to 6 p.m. Thursday, Jan. 24.
Steady rain and milder temperatures are expected across the region Thursday.
A period of heavy rain may occur from mid-morning into early afternoon.

The combination of about 1 to 2 inches of rainfall, along with melting snow, will allow for rises on rivers and streams.
Some rivers may reach minor flood stage.

In addition, the high rainfall rates may allow for minor flooding or urban, poor drainage and low lying areas.
With the ground being frozen, flash flooding is possible.
In addition, isolated ice jams cannot be ruled out on rivers as well, which a also result in flooding.
