Legal Services of the Hudson Valley welcomes three new Board Members
LSHV is proud to announce the addition of three new members to our Board of Directors.
WHITE PLAINS, NY—Alfred E. Donnellan, Legal Services of the Hudson Valley’s (LSHV) Board Chair and Managing Partner at DelBello Donnellan Weingarten Wise & Wiederkehr, LLP, announced the addition of three new members to LSHV’s Board of Directors.
Phil Halpern is a New York litigation attorney and a managing partner of Collier, Halpern, Newberg & Nolletti, LLP. With over 3 decades of experience in representing individuals, corporations and fortune 500 companies, Halpern demonstrates his commitment to advocacy. Among his many accomplishments, he is a fellow of the American Bar Foundation, fellow of the New York Bar Foundation and member of the Office of Court Administration Advisory Committee on Civil Practice. Mr. Halpern graduated magna cum laude from Fordham University with a degree in economics, and later received his juris doctor at Pace University School of Law. He now teaches a course there about trial skills, showing his effort to benefit future attorneys. Mr. Halpern is a resident of Greenwich, CT.
Justin Sher is Founder and Managing Partner at Sher Tremonte LLP located in New York City and Red Hook, NY, where he manages a group of 16 lawyers. He graduated cum laude from Harvard College and pursued his J.D. at New York University School of Law shortly after. Sher started his career assisting Hon. George B. Daniels as a Judicial Clerk. Demonstrating his commitment to service, he was a member of Community Board 6 in New York, NY from 1997-1999. He is currently an active member of the League of Conservation Voters in Washington D.C., as a Climate Victory Council Member. Impressively, he has been selected to Super Lawyers since September 2013 and has published two scholarly articles, sharing his wealth of knowledge with the community.

David Owens has held a variety of customer-facing positions in local businesses throughout his career and is now retired. He is a resident of New Windsor, NY.
LSHV’s CEO Barbara Finkelstein, said of the trio, “We are delighted to welcome them to the Board of Directors at Legal Services of the Hudson Valley, and look forward to their leadership, insight and vision in support of our efforts to provide free civil legal services to tens of thousands of our most vulnerable neighbors in the lower and mid-Hudson Valley each year.”

The new Board members join the organization during its 50th Anniversary celebration this year. Founded as Westchester & Putnam Legal Services, today LSHV’s attorneys assist poor, low-income, disabled and/or vulnerable individuals and families across the seven counties of the lower and mid-Hudson Valley (Westchester, Putnam, Dutchess, Rockland, Orange, Ulster and Sullivan). They advocate for and represent people with nowhere else to turn in hearings, negotiations and court proceedings across a wide range of urgent legal needs including: elder law, domestic violence, disability law (physical, mental and developmental disabilities), housing emergencies (eviction and foreclosure prevention), healthcare, consumer fraud and more.
