Rapist Who Fled To Philippines To Avoid Justice Gets 20 Years
Town of New Windsor police, the Hudson Valley FBI Safe Streets Taskforce, & the Department of Homeland Security brought him back to the U.S.

NEW WINDSOR, NY — An Orange County man who fled halfway around the world to escape justice will now be facing decades behind bars.
Orange County District Attorney David M. Hoovler announced that 46-year-old Dominic Mamaat, of New Windsor, was sentenced on Wednesday in the Orange County Court to 20 years in prison to be followed by 20 years of post-release supervision after pleading guilty to first-degree rape. He will also be required to register as a sex offender under the New York Sex Offender Registration Act (SORA).
During plea proceedings, Mamaat admitted that in May of 2020, he engaged in sexual intercourse with a person by forcible compulsion.

After being charged in May of 2020, Mamaat fled the jurisdiction in October of 2020.

The Town of New Windsor Police Department, with help from the Hudson Valley FBI Safe Streets Taskforce and the Department of Homeland Security, worked on locating Mamaat in the Philippines and, in August 2025, securing his return to Orange County to answer the charges.
Hoovler thanked the Town of New Windsor Police Department for their investigation which led to the arrest of Mamaat. He especially thanked Detective Francis Pierri Jr., for his efforts to return Mamaat from the Philippines. Hoovler also thanked the Hudson Valley FBI Safe Streets Taskforce and the Department of Homeland Security for their help in locating and returning Mamaat.
"This case stands as a testament to the dedication of police and prosecutors to ensure justice is served," Hoovler said. "It was through the cooperation between and amongst local, federal and international law enforcement agencies that this defendant was located and ultimately held to account for his violent crimes. My Office will always pursue sexual predators with every available resource."
