Traffic Stop on Route 59 Leads to Felony DWI Charge for Spring Valley Man with Previous Conviction
Clarkstown police made the arrest in Nanuet.
Clarkstown Police Department conducted a car stop at 4 a.m. Sept. 13 on Route 59 in Nanuet for a traffic infraction.
Police said the driver, Rashid Evans, 35, of Spring Valley appeared to be intoxicated; he was then administered field sobriety tests, which he failed.
He was arrested and taken to Clarkstown Police Headquarters in New City. There, police said, he refused to submit to a breathalyzer test.

Investigation showed Evans had been convicted of Driving while Intoxicated within the past decade; also that the court had ordered he use an interlock device when driving.
Police allege he had circumvented the device and was operating the car without it.

Evans was charged with DWI, prior conviction within 10 years (felony), aggravated unlicensed operator 2nd (misdemeanor), circumvent interlock- subject to court-operate motor vehicle without device (misdemeanor) and numerous traffic infractions.
Evans was arraigned at Clarkstown Justice Court. He was sent to the Rockland County Jail and due back in court today.
