Zebrowski Requests Expedited Waiver to Move In Hyenga Lake Residents
PSC was slated to approve the waiver on Aug. 18, well past the scheduled move-in date of Aug. 1.
At the end of May, a new independent living community at Hyenga Lake held an to showcase a new affordable rental unit in Rockland County for active adults 62 years old and up.
The Hyenga Lake Senior Apartments are built by Hyenga Lake Limited Partnership and the Rockland Housing Action Coalition. Applicants must be within the HUD income eligibility guidelines and meet the apartment tenant screening criteria.
Assemblyman Kenneth Zebrowski (D-New City) requested an expedited waiver by the Public Service Commission to avoid a major housing crisis was avoided at Hyenga Lake Development in Clarkstown. This waiver will ensure that Hyenga Lake residents will be able to move in by their scheduled lease date.

A waiver from the PSC was needed to obtain a Certificate of Occupancy in order for residents to move into their new homes. Unfortunately, the PSC was slated to approve the waiver on Aug. 18, well past the scheduled move-in date of Aug. 1.
“There were dozens of residents who would have been homeless if this waiver was not approved," he said. "We were able to facilitate an expedited approval through an emergency meeting by the PSC to avoid any housing hardships on Rockland residents."

Assemblyman Zebrowski submitted a public comment on July 27 requesting expeditious treatment of this urgent matter. The PSC subsequently held an emergency meeting and approved the waiver for United Water to install a master meter which was needed to obtain a certificate of occupancy. This opened the door for residents to occupy their homes in a timely manner.
“The priority here was to make sure people had a roof over their heads. I want to thank the PSC for their cooperation and for expediting the waiver approval,” said Zebrowski.
