NYPD Cop Rubs Pepper Spray Into Detained Man's Face: Report

NEW YORK CITY — An NYPD cop pepper faces a misconduct charge after authorities said he pepper sprayed a detainee and rubbed the chemicals into his face, according to police and a report.

Officer Philip Fioranelli, 48, was one of two cops arrested by their fellow boys in blue in the span of eight hours, authorities said Wednesday.

Fioranelli went into custody in a Lower Manhattan precinct on accusations of official misconduct Wednesday about 7:20 a.m., police said.

An NYPD spokesperson didn't have any details on the specific accusations against Fioranelli, who is stationed at Brooklyn court. But the New York Daily News, citing court documents, reported he's accused of sitting on a man inside a parking garage before he pepper sprayed him in the face.

“[Fioranelli] then used his own hand to spread and rub the O.C. chemicals around (the man's) face," the Daily News quoted from court documents. (Patch has removed the man's name.)

Fioranelli has faced four complaints of misconduct going back to 2006, of which one — abuse of authority in a stop — was substantiated, according to Civilian Complaint Review Board records.

Fioranelli's arrest followed another cop — Officer Mohammad Uddin, 39 — being cuffed, NYPD officials said.

Uddin is accused of drunkenly driving in The Bronx and sideswiping two parked, unoccupied vehicles Tuesday about 10:40 p.m., police said.

Cops eventually stopped Uddin at Holland Avenue and Bronxdale Avenue about 11:50 p.m., where they arrested him on suspicion of aggravated driving while intoxicated and leaving the scene of a crash without reporting damage, authorities said.
