Police Car hits Pedestrian at Columbus Circle

Saturday afternoon (May 30th) around 4pm Police car possibly responding to call?

I had just exited the revolving doors at Columbus Circle at around 4pm Saturday afternoon. Turned to my right. Headed for the subway. Wailing sirens could be heard. Then I heard this piercing thud.
A cop car had just hit a woman in the cross walk.
Before exiting Columbus Circle’s main floor, I saw three cops with a handcuffed man. Things seemed calm & under control. I believe there were one or two cop cars already parked literally in front.

Was this cop driver who hit this woman responding to this?

If everything was under control, why were they driving as they were. Of course, if more was going on … multiple dangerous suspects or etc., then maybe one could understand the haste. But, cops show up in excess & have killed people with immunity while speeding. Anyone investigating this? Anyone have video or photos? If I post them, I will credit you.
