NEW YORK CITY— Homeowners and small business owners with unpaid city fines can seek reduced debt and waived interest through a new 90-day relief program launched Tuesday.

The Debt Demolisher program allows eligible participants to settle outstanding judgments at a discounted rate, eliminate accrued interest and avoid future penalties. Participants must also resolve the violations tied to their debts.

Mayor Zohran Mamdani and the city Department of Finance announced the program, which runs through Jan. 10.

"When the city issues a fine, the goal is to incentivize compliance with the rules that keep all of us safe and healthy, not make it impossible to grow your business or repair your home," Mamdani said.

The City expects to recover $25 million in unpaid fines that might otherwise go uncollected, Mamdani said.

Who Qualifies For Debt Relief?

The program covers eligible judgments issued by the Environmental Control Board, which handles unpaid violations issued by several city agencies.

Those violations can include building code violations, improper garbage disposal and other infractions involving the Department of Buildings, Department of Sanitation and Department of Transportation.

Eligible property owners and small businesses can receive relief from accumulated interest and pay a reduced amount toward their outstanding debt.

They must also bring the underlying violations into compliance with city rules.

The program excludes judgments that meet certain conditions, including:

New Yorkers can visit the website to check their eligibility, review frequently asked questions and resolve qualifying judgments.

Residents and business owners who need help can call 311, visit a Department of Finance Business Center or contact the department's Collections Call Center. The department also offers assistance through its online eServices system.
