The official tally could be done as soon as next week.
Wilson previously served as Erik Bottcher's chief of staff and was the openly gay candidate in the race.
He has received endorsements from Bottcher and City Council Speaker Julie Menin.
District 3 covers the Stonewall Inn and has been historically a LGBTQ seat.
Wilson will need to win the June 23 Democratic primary and the general election in November in order to serve a full four-year term.
“I stand here tonight deeply honored to be your next Council member for District 3,” Wilson told supporters at his watch party in Hells Kitchen.
“Winning an election is not the finish line. Now the real work begins.”
Layla Law-Gisiko and Leslie Boghosian Murphy also race for the city council seat. They took 20 percent and 11 percent of first round votes respectively.
