3 Hearings On Clarkstown Town Board Meeting Agenda

CLARKSTOWN, NY — With the new year underway, our local officials are still busy conducting the public's business in plain sight.

John Adams famously wrote, "Liberty cannot be preserved without a general knowledge among the people, who have a right … and a desire to know."

There are plenty of upcoming chances to help tend to our democracy close to the roots. Several public meetings are scheduled for this week in Clarkstown.

The Zoning Board of Appeals meeting, scheduled for Monday, was canceled. The next ZBA meeting is scheduled for Feb. 27.

The Town Board meets at 7 p.m. Tuesday in the auditorium at Town Hall in New City. On the agenda are three public hearings. Then the board is expected to vote on 14 resolutions before going into an executive session to discuss, according to the agenda, either personnel matters or litigation.

The hearings:

  • Adopting Local Law Amending Chapter 251-40 of the Town Code of the Town of Clarkstown With Regard to Wireless Telecommunications Facilities Fees
  • Requesting the Rockland County Consortium to Consider Several Projects for Community Development Block Grant Funding
  • Accepting New Ward District Boundaries and Map SEE: Public Hearing Set On Changing Clarkstown's Wards

The resolutions:

1. Authorizing the Director of Engineering and Facilities Management (DEFM) To Retain the
Services of H2M Architects + Engineers for the Preparation of Conceptual Design Plans for the
Germonds Park Amphitheater (Total cost shall not exceed: $18,000.00)
2. Authorizing Financing of Planning Costs for Construction of Germonds Park Amphitheater
($18,000 serial bond)
3. Authorizing the Director of Engineering and Facilities Management (DEFM) To Retain Fieldturf
USA, Inc. to Install an Outdoor Turf Soccer Field at Zukor Park (Total Cost Not to Exceed:
$1,706,020.69 plus 18% contingency)
4. Authorizing Financing of Improvements to Zukor Park
5. Referring the Petition of 54 North Pascack Road, LLC for Use of Town Law 280-a(4) to Obtain
Access to Property Known as TAX MAP NO. 57.11-2-13
6. Authorizing the Financing of the Costs of the Acquisition of Equipment for the Town Highway
Department ($350,000 Serial Bonds)
7. Authorizing the Clarkstown Police Department (“CPD”) to Enter into an Agreement with the
United States Department of Justice, Drug Enforcement Administration (“DEA”) to Participate in
the Westchester County Task Force ("WCTF")

8. Authorizing Expenses for Conference (Tyler Connect 2023 Conference) (Total Cost Not to
Exceed: $3,700.00)
9. Authorizing Expense for Conference (Public Risk Management Association Annual Conference)
(Total Cost Not to Exceed: $3,160.00)
10. Authorizing Bid Award: Bid #17-2022 - Fertilizer and Herbicide Application (Second Nature
Lawn Care Inc.) (Proposed Project Cost: $117,661.10)
11. Authorizing Settlement of Tax Certioraris Regarding Bridon Realty Co., LLC (65.7-3-49) (Total
Refund Amount: $5,301.39)
12. Approving Use of the American Rescue Plan Funds for Telecommunications Improvements
(Total Cost Shall Not Exceed: $40,000/ARPA)
13. Accepting the Resignation of Ralph Francella, School Crossing Guard - Police Department,
Effective and Retroactive to January 24, 2023
14. Amending Resolution #75-2023 Appointing Linda Parrott to the (Permanent) Position of Clerk
Typist – Building Department, Effective February 1, 2023 ($42,742/annual)
