Could the county pass a local law mandating protocols for private ambulance companies notifying police?

When 7-year-old Miriam Zidele was pulled out of a pool in Pomona, no one called 911. Instead, they called a private ambulance company. It rushed her to the hospital but didn't notify police.
Now Rockland County officials are calling for stricter rules for private ambulance companies.
Hatzolah Ambulance, which serves the ultra-Orthodox community, was the company called that day in July. It isn't the first time Hatzolah has been involved in an unreported incident, according to News 12.
