Kidnapping, Strangulation, Felony Weapons Possession Indictment After Police Chase, Standoff

The 45-year-old West Haverstraw man is facing a half-dozen felony counts related to a day of mayhem across Rockland County.

NEW CITY, NY — The man at the center of a wild police chase and tense standoff with police, is now facing the prospect of decades behind bars, according to prosecutors.

Rockland County District Attorney Thomas E. Walsh II announced on Monday that 41-year-old Marcos Seda, of West Haverstraw, was arraigned on an indictment charging him with second-degree kidnapping, second-degree strangulation, second-degree assault, second-degree criminal possession of a weapon, third-degree criminal possession of a weapon, and criminal possession of a firearm.

Seda faces a minimum of five years and a maximum of 25 years in prison.

According to court documents, on July 19, around 7:45 p.m., in a Matone Circle home in West Haverstraw, Seda pushed his girlfriend to the ground, striking her several times in the face. He then pointed a loaded shotgun at her and placed both hands around her neck, before kicking her out.

After the incident was reported, Seda led police in a high-speed chase across several jurisdictions, including West Haverstraw and Clarkstown. During that chase, he hit a Town of Haverstraw marked police vehicle at a high speed, causing a police officer to have bruising and a concussion.

Seda then crashed his vehicle, barricaded inside the vehicle, and pointed a loaded shotgun at himself.

Police negotiated with him for around four hours before Seda eventually surrendered and was arrested.

Officers recovered a loaded pistol, two rifles, several high-capacity magazines and a large quantity of ammunition inside Seda's home after obtaining a consent to search, according to police.

The case was investigated by the Town of Haverstraw Police Department, with the assistance of the Clarkstown Police Department, the New York State Police and the Rockland County Sheriff's Office.
