Proposed legislation in New Rochelle would make developers hire locally.

Another part of the city’s community benefits agreement would require builders to pay large fees if not enough affordable housing is constructed, an article on lohud.com said.

Training and placement would be by a city-hired referral center.

CLARIFICATION: A spokeswoman for the City of New Rochelle said the legislation sets a goal of hiring 20 percent of the workforce locally.
