Echo Bay Subject of New Rochelle City Council Meeting Tuesday
Public hearings for three cabaret licenses will be held.

The proposed Echo Bay development project is one of the items that will be discussed Tuesday during the New Rochelle City Council meeting.
The final environmental impact statement has been completed and the council has been asked to accept the document and schedule a public hearing, according to City Manager Charles Strome III.
The developer proposes to build 200-300 residential units at what is now City Yard on East Main Street. The retail space at ground level in mixed-used buildings will be up to 25,000 square feet. City Yard will be moved to a location on Beechwood Avenue.

Development Commissioner Luiz Aragon said amendments to the Main/Echo Urban Renewal Plan and zoning ordinances are required if the project is allowed to proceed because the renewal plan as currently written does not allow for retail and residential commercial uses on lower floors.
The public hearing will likely be called for a special meeting in July.

Public hearings scheduled for Tuesday include applications for cabaret licenses for A Place to Go, located at 273 North Ave., Modern Restaurant, located at 310 Huguenot St., and Mama Francesca Restaurant Corp., doing business as Capriccio Latino, located at 414 Pelham Rd.
Mama Francesca currently operates Siete Ocho Siete at that location. A previous application for a cabaret license at that site was denied.
The council meeting begins at 3:45 p.m. The public hearings will be held at 7:30 p.m. followed by Citizen to Be Heard. New Rochelle City Hall is at 515 North Ave.
