Haverstraw Parolee Held After Domestic Violence Incident

He climbed up onto a roof when police responded to a report that a woman was being held against her will.

HAVERSTRAW, NY — A Haverstraw man arrested Saturday after a domestic violence incident faces 10 charges.

A parolee, he is being held at the Rockland County jail on $50,000 bail.

At 1:45 p.m., the Sheriff’s Office and the Town of Haverstraw Police Department responded to a call involving a person possibly being held against her will.

Officers responding to an apartment in Haverstraw found the door to the apartment locked and heard a woman's screams.

They made entry and a man jumped out of a window and climbed the fire escape up to the roof. An officer began talking to him and attempts were made to get him to climb off the roof. He was agitated, pacing on the roof, when police said he lost his footing and fell to the ground.

He was taken into custody, received medical attention and was treated and released from the hospital.

Justin M. Ramos, 41, faces these charges:

  • Strangulation 2 nd (Felony)
  • Unlawful Imprisonment
  • Assault 3 rd
  • Menacing 2 nd
  • Resisting Arrest
  • Criminal Possession of a Weapon 4 th (two counts)
In addition, he faces several warrants:
  • Two warrants from the Rockland County Family Court for Family Offenses (Sheriff
  • Office warrant)
  • Warrant from the Stony Point Justice Court for Strangulation 3 rd and Assault 3 rd ( Sheriff
  • Office warrant)
  • Warrant from the Haverstraw Justice Court for Assault 3 rd and Criminal possession of a
  • Controlled Substance 7 th (Sheriff’s Office warrant)
  • Warrant from NYPD for Aggravated Unlicensed Operator (Misd)

Ramos is currently on parole for unrelated charges. He was arraigned before the Hon. Frank Phillips, Stony Point Town Justice and sent to the Rockland County Correctional Center of $50,000 bail. He was in court Wednesday.
