OSSINING, NY — There's a black bear wandering around the borderlands — that region where Cortlandt, New Castle, Ossining and Yorktown meet and only the tax collectors know for sure where the lines are drawn.
The bear is wandering about from here to there and here to there. Calls about sightings are coming in to local police. New Castle police reminded people to be cautious yesterday, and in our article we reminded readers of the rules of engagement as put forth by the New York state Department of Environmental Conservation, and urged everyone to become citizen scientists.
