Croton's Village Manager Moves South to Ossining Job
Abraham Zambrano will take over for Richard Leins, who retired after 6 years as Ossining's village manager.
Ossining village officials announced the appointment Abraham Zambrano as Village Manager at a press conference in front of the Municipal Building this morning.
Zambrano starts May 27, replacing Richard Leins, who has retired.
As the village’s chief executive and administrative officer, Zambrano will be responsible for the daily operations of the village and its departments, including oversight of 171 full-time employees, officials said.

“We look forward to Abe’s leadership in furthering our goals of improving communication, government efficiency and a vibrant economy,” said Mayor Victoria Gearity in a prepared statement. “The first three months of 2015 have been very productive and exciting for this Board. But no single decision will have as great an impact on our local government as the selection of Abe Zambrano to be our next Village Manager. Abe is the perfect fit for the Village of Ossining. We have great confidence in his success, and know that he will serve Ossining with integrity and dedication.”
Zambrano was formerly the Village Manager of Croton on Hudson, a position he held since January 2008. Prior to being appointed Village Manager, Zambrano served as Croton’s Village Treasurer/Deputy Manager. He has also worked for the Villages of Briarcliff Manor, Ossining and Sleepy Hollow. He is fluent in Spanish.
Currently vice president of the Westchester County Municipal Administrators Association, Zambrano is a member of various other local, state and national professional organizations including the International City/County Managers Association, NYS Managers Association, Government Financial Officers Association, NYS Government Financial Officers Association, and the Westchester County Municipal Clerks and Financial Officers Association.
He sits on the Board of Directors of the Energy Improvement Corporation and serves as the Comptroller of Sustainable Westchester. He is a member of the Buchanan-Cortlandt-Croton-on-Hudson 9-11 Remembrance Memorial Foundation, the Mid-Hudson Ambulance District, and the Town of Cortlandt’s Roundabout District Task Force. Zambrano received a Bachelor of Science degree in Accounting from Herbert H. Lehman College and a Master’s degree in Public Administration from Pace University. He and his wife, Patricia, have two sons and three granddaughters.
