CHESTNUT RIDGE, NY — Rockland County legislators voted 9-5 Thursday to appoint Joel Friedman of Chestnut Ridge to fill the District 15 seat left vacant after John McGowan was elected to state office.

"I have long admired the work the County Legislature does for all residents of Rockland, so I am honored and humbled to serve alongside great public servants," Friedman said in a statement. "I look forward to serving the residents of Rockland County with all my ability, strength, and passion, now and for years to come."

Friedman was nominated for the post by Rockland County Legislator Aron Wieder.

"District 15 is a vibrant, family-oriented community that not only demands but deserves an engaged public servant as its representative," Wieder said. "That is why Joel Friedman - husband, father of four and a hard-working businessman - is the appropriate and qualified choice."

Friedman is a relative newcomer, having lived in Chestnut Ridge since 2016. He has been involved in local issues, regularly attending village government meetings, and voluntarily assisting residents during election season. He currently oversees operations for a multi-location retail bakery operation.

Friedman fills the seat previously held by McGowan, a first-term legislator who ran for and won the 97th Assembly District seat, which was vacated by Mike Lawler who won the 17th U.S. Congressional District seat.

District 15 currently includes parts of Chestnut Ridge, Pearl River and Nanuet. After new districts go into effect on Jan. 1, 2024, it will be wholly located in Ramapo, including Chestnut Ridge and most of Airmont.

The Rockland County Legislature held public hearings on redistricting, which was required after the 2020 Census before adopting one of two plans on Nov. 1.

Rockland County Legislator Toney Earl seconded Friedman’s nomination.

"It’s obvious that Joel Friedman cares deeply for the community and has worked hard to get to this point," Earl said. "He’s demonstrated the passion and commitment one needs to be able to serve the public."

Rockland County Legislature Chairman Jay Hood Jr. welcomed Friedman to the 17-member Legislature.

"I look forward to working with Legislator Friedman as he begins his legislative journey," Hood said. "My door is always open and I’m happy to assist however I can."

Friedman and his wife are parents of a daughter and three sons. He was sworn in by County Clerk Donna Silberman.
