RAMAPO, NY — A 23-year-old man was arrested Sunday for choking his wife and breaking her cell phone.
The man, whose name was not released by the police, fled the scene before police arrived but was located later and charged with criminal mischief and criminal obstruction of breathing or blood circulation, the Daily Voice said.
