Tappan Resident Faces DWI Charges In Orangetown

Each was picked up by state troopers from the Haverstraw barracks.

New York State Police report arresting eight motorists on drunk-driving charges Jan. 25-26. Two of them involved Rockland County residents, who were stopped for vehicle or traffic violations.

In each case, the driver was stopped for one or more vehicle or traffic violation. The investigating officer concluded that they were impaired by alcohol, police said.

  • On January 25, 2018, State Police Haverstraw arrested Edouard Eugene, 33, of Garnerville, NY for DWI. He was traveling on State Route 202 in the town of Rockland when he was stopped for a V&T violation.
  • On January 25, 2018, State Police Coxsackie arrested Tracy Edwards, 25, of Cairo, NY for DWI. She was traveling on Route 67 in the town of Durham when she was stopped for a V&T violation.
  • On January 25, 2018, State Police Montgomery arrested Elmi Berisha, 47, of Wappinger Falls, NY for DWI. He was traveling on Interstate 84 in the town of Newburgh when he was stopped for a V&T violation.
  • On January 26, 2018, State Police Haverstraw arrested Carl Marshall, 26, of Tappan, NY for DWI. He was traveling on State Route 340 in the town of Orangetown when he was stopped for a V&T violation.
  • On January 26, 2018, State Police Catskill arrested Luis Marcial, 26, of Hunter, NY for DWI. He was traveling on State Route 32 in the town of Saugerties when he was stopped for a V&T violation.
  • On January 26, 2018, State Police Coxsackie arrested Kyle Hotaling, 25, of Catskill, NY for DWI. He was traveling on County Route 49 in the town of Athens when he was stopped for a V&T violation.
  • On January 26, 2018, State Police Monroe arrested Michael Varona, 39, of Walden, NY for DWAI Drugs. He was traveling on State Route 17 in the town of Monroe when he was stopped for a V&T violation.
  • On January 26, 2018, State Police Middletown arrested Arnold Mapoy, 55, of Middletown, NY for DWAI Drugs. He was traveling on Highland Avenue Extension in the city of Middletown when he was stopped for numerous V&T violations.
