Felony Driving Charges in Cortlandt for NYC Man
He had his son in the car, state police said.

CORTLANDT, NY — Carlos L. Monge of New York, NY, faces charges of Aggravated DWI under Leandra’s Law and Aggravated Unlicensed Operation 1st Degree. They are both felonies.
Monge was stopped on Route 9A on Oct. 16 for failing to maintain his lane of travel.
State troopers say their subsequent investigation revealed that he was intoxicated at the time of the traffic stop. Monge was charged with Felony DWI under Leandra’s Law due to the fact that he had his 9-year-old son in the vehicle while he was driving. The 44-year-old was arraigned in the Town of Cortlandt Court and released after posting $1,000 cash bail.
