Based on your premise, all resident only parking lots should be fair game to anyone in the trades. They could leave a hammer or sign to alert the ticketers not to ticket or they might get upset and create a structual, plumbing or electrical problem. In this case the Shipwreck apartments have ample parking within the confines of the property.
