Dobbs Ferry Considers Ban on Dogs in Some Parks

The Board of Trustees are holding a public hearing Oct. 27 to discuss the issue.

The Dobbs Ferry Board of Trustees will hold a public hearing Tuesday, Oct. 27, to discuss a proposed ban on dogs in some village parks.

The parks in question are Gould Park, Memorial Park and the White Church Cemetery Park.

Below is the full board agenda; the meeting will take place in Village Hall. The public hearing is scheduled for 7:30 p.m.

Public Hearings:
1. Public Hearing to consider a Local Law amending §230-10. Parks – Article II Activity and Use Restrictions – Dogs, on October 27, 2015 at 7:30 p.m. The proposed Local Law would prohibit dogs from Gould Park, Memorial Park and the White Church Cemetery Park.

Matters Requiring Action:
1. Consider a motion to appoint Mr. Richard Legath and Mr. Edmund Fanning to the position of Laborer I for the Village of Dobbs Ferry, at an annual salary of $41,525.00 each and that the appointment will be effective October 28, 2015.

2. Consider a resolution to grant a conditioned waiver of site plan review for the application of 81 Main Street.

3. Consider a motion to authorize the Mayor to sign and IMA with the Dobbs Ferry School District on work to upgrade the Gould Park lower playing field.

4. Consider a motion to authorize a refund in the amount of $4,095.30 to Corelogic Tax Collection Services, LLC for overpayment of taxes on the property located at 4 Florence Avenue.

5. Consider a motion to approve a Serial Bond Resolution authorizing the issuance of up to $750,000.00 aggregate principal amount serial bonds of the Village of Dobbs Ferry, pursuant to the Local Finance Law, to finance the purchase of Village vehicles and to pay for costs related to purchasing equipment including lighting and video cameras, and to finance a drainage project.

6. Consider a motion to approve capital purchases to replace Village vehicles and equipment off of Westchester County Contract# ARFB-WC15143 and off of Onondaga County Contract Bid Ref. #: 7823, and NJPA Contract# 112014-LEG.

7. Consider a motion to approve Change Order #1 in the amount of $4,023.00 for the 2015 Road Milling and Paving Contract #2015-12 as reviewed by Hahn Engineering.

8. Consider a motion to authorize payment for the recording of the various Village meetings and events at $150 per meeting up to 2.5 hours and an additional $50 for meetings and events that exceed 2.5 hours, effective October 1, 2015.

9. Motion to approve a request from the Historical Society to hang a banner on the Gould Park fence from October 27, 2015 to November 16, 2015.

10. Discussion of a resolution in support of the Westchester County Board of Legislators County-wide effort with regard to single use plastic bags and expanded polystyrene containers.
