Dobbs Ferry Seeks Village Administrator

Dobbs Ferry is advertising for a Village Administrator to replace Marcus Serrano, who resigned in June.

The position is currently posted on the village website, and calls for candidates who have “at least seven years of experience in public administration.” Additionally, the village considers it a plus if the candidate have “experience in strategic and financial planning, performance measurements, and union negotiations.”

Currently, the position is being filled on an interim basis by Police Chief Betsy Gelardi, who is also a member of a search committee the village has established to help find a permanent replacement.

Among the Village Administrator’s responsibilities are overseeing the operations of ”several departments within the Village including Treasury, Recreation, Public Works and Building.” Dobbs Ferry employs about 113 people and its annual operating budget is approximate $17 million. The job’s starting salary was not listed, but it “will be competitive upon experience and qualifications,” according to officials.

“The board has complete confidence in Betsy to bring the highest level of experience and leadership - as well the professionalism of all the department heads and staff - so the village will continue to provide all the essential services and functions without any loss,” wrote Mayor Hartley Connett in a recent note to residents.

The Village of Dobbs Ferry is located along the Hudson River in Westchester County approximately 20 miles from midtown Manhattan. Known as one of the “Rivertowns”, Dobbs Ferry is 3.2 square miles and has easy access to the Metro-North Railroad. Dobbs Ferry was ranked seventh in the list of the top 10 places to live in New York State for 2014 according to the national online real estate brokerage Movoto. Dobbs Ferry is also the first village in New York State certified as a Bronze Climate Smart Community, honored in 2014 with the highest level given out in the State of New York. A majority of the Village is within the Dobbs Ferry Union School District. Mercy College a private, four-year institution with undergraduate and graduate programs, has its main campus in Dobbs Ferry. The Masters School is a private school located southeast of the Village center that offers grades 5–12 for boys and girls. Dobbs Ferry is seeking candidates for the position of Village Administrator to serve as the Village’s Chief Administrative Officer. The Village Administrator is appointed by the seven-member Village Board of Trustees which is presided over by the Mayor. The Village Administrator is responsible for the operation and oversight of several departments within the Village including Treasury, Recreation, Public Works and Building. The Village has an approximate $17 million general operating budget and 113 employees. A professional leader with outstanding communication skills with a strong background in municipal finance and/or municipal government is strongly preferred. Candidates should have at least seven years of experience in public administration. Experience in strategic and financial planning, performance measurements, and union negotiations is a plus.
