Second BWI Suspect Arrested by County Police
The arrest Monday night marked the second Boating While Intoxicated incident from the Memorial Day weekend. Police also made DWI arrests.

Westchester County Police Monday arrested a New Jersey man on a Boating While Intoxicated charge, the second drunken boating arrest to take place on the Hudson River over the holiday weekend. A female passenger in the boat suffered injuries in the incident.
Angelo Onello, 60, of Ramsey, NJ, was booked at county police headquarters in Hawthorne on the BWI charge, which is a misdemeanor. He was released pending a June 5 appearance in Cortlandt Town Court.
The arrest occurred near Bear Mountain Bridge in Cortlandt at about 9:25 p.m. The county police Marine Unit were called to the scene on a report that a woman was injured aboard a 22-foot Sea Ray vessel. The woman was apparently thrown from her seat when the vessel encountered a wake or struck an unknown object in the water, according to police.

Detective C.J. Westbrook and Police Officer Sean Coffey attended to the injured woman, assisted by members of the Verplanck Fire Department. The officers also observed that the boat operator appeared to be intoxicated.
Officers took control of the Sea Ray and brought it to the Riverfront Green Park in Peekskill. The injured woman was turned over to Peekskill EMS for additional medical assistance. Onello allegedly failed a field sobriety test and was placed under arrest.

On Sunday, Croton-on-Hudson resident Rogerio Jost, 56, was charged with BWI after he crashed an 18-foot Stingray into a wooden sea wall on the Hudson River. He needed to be extricated from the damaged boat.
Rogerio was issued a desk appearance ticket at Westchester Medical Center, and he also was issued Navigation Law summonses for Reckless Operation and Operating a Vessel above 5 mph within 100 feet of the shoreline. He is due in Cortlandt Town Court on June 9.
In addition to BWI enforcement on the Hudson, county police also conducted STOP-DWI sobriety checkpoints and roving patrols over the holiday weekend, which resulted in eight people being charged with Driving While Intoxicated.
From county police, arrested were:
- Luis Soto, 31, of Point Street, Yonkers, was charged at 3:12 a.m. Tuesday with Aggravated Driving While Intoxicated, a misdemeanor, following a traffic stop on Lawrence Street in Dobbs Ferry at the Saw Mill River Parkway.
- Alyssa Flores, 27, of West Post Road, White Plains, was charged with Aggravated DWI at 3:53 a.m. Monday following a traffic stop on the northbound Hutchinson River Parkway at North Avenue in New Rochelle.
- Chrystana Penelton, 27, of Riverside, Rhode Island, was arrested on DWI and other misdemeanor charges at 3:59 a.m. Sunday following a traffic stop on Leewood Drive in Eastchester near the Bronx River Parkway. She was additionally charged with Resisting Arrest, Obstruction of Governmental Administration 2nd Degree and Harassment 2nd Degree after she kicked two officers and spit in one of their faces as she was being placed under arrest.
- Christine McGowan, 26, of Hutchinson River Parkway, Bronx, was charged with DWI at 2:37 a.m. Sunday following a traffic stop on the southbound Sprain Brook Parkway in Mount Pleasant.
- Pascual Tarrats, 66, of Park Lane, Mount Vernon, was charged with DWI at 11:27 p.m. Saturday after he was involved in an accident on the southbound Saw Mill River Parkway at Lawrence Street in Dobbs Ferry.
- Jeffrey Wheeler, 28, of Fifth Avenue, Pelham, was charged with Driving While Ability Impaired by Drugs, a misdemeanor, and Unlawful Possession of Marijuana, a violation, at 4:52 a.m. Saturday at a sobriety checkpoint on the northbound Hutchinson River Parkway in Mount Vernon.
- Nolan Henry, 23, of Bridgeport, Conn., was charged at 1:38 a.m. Saturday with Driving While Ability Impaired by Drugs, Criminal Possession of Marijuana 5th Degree and Aggravated Unlicensed Operation of a Vehicle 3rd Degree, misdemeanors, at a sobriety checkpoint on Wolf’s Lane in Pelham.
- Robert Sousa, 34, of Aldrich Street, Bronx, was charged with Driving While Ability Impaired by Drugs and Unlawful Possession of Marijuana at 1:19 a.m. Saturday following a traffic stop on the southbound Bronx River Parkway in Yonkers.
