Erie Canal trail by URochester is open again, with improvements (wxxinews.org) — A four-mile stretch of the Erie Canal trail between Lyell Avenue and Mount Hope Avenue in Rochester has reopened after a $3.9 million upgrade, improving paving, drainage, fencing, and accessibility. City and state leaders say the revitalized trail, near the University of Rochester, strengthens commuting options, recreation, and tourism while supporting millions in annual tax revenue.
   

2. Appeals court reinstates Rochester Police Accountability Board executive (nydailyrecord.com) — A state appeals court has ordered that a Rochester Police Accountability Board executive be reinstated with back pay, finding the city mishandled her disciplinary hearing and FOIL responses. The case now returns to Monroe County Supreme Court for further review of her records requests and remaining legal issues, potentially influencing how Rochester disciplines civil service employees and handles public document access.
   

3. Rochester Affordable Housing Project Comes Online (multihousingnews.com) — Rochester residents now have access to True North Apartments, a new 70-unit affordable housing community on Central and Portland Avenues serving households at 30–80% of area median income. Backed by state and city funding, it includes supportive units for formerly homeless residents and seniors, plus an on-site wellness clinic offering mental health and substance use services for up to 3,000 people annually.
   

4. What's changing: Rochester leaders say Peace Village will have more structure and services (whec.com) — Rochester's Peace Village, the city's only sanctioned homeless encampment, has secured over $1 million from City Council to reopen with permanent two-person shelters, on-site staff, and support services. Run by Person Centered Housing Options on City Roots' land near ESL Ballpark, the revamped site will have more structure, banned armed security, and aims to move residents into stable housing by a planned mid-November opening.
   

5. 5 Winners Selected for the 2026 Therapeutic Garden Grant Program (greenhousegrower.com) — Rochester's Homesteads for Hope has been named a runner-up in the National Garden Bureau's 2026 Therapeutic Garden Grant Program, earning a $1,000 award. The funding will support its Nature's Classroom program, where adults with intellectual and developmental disabilities work in accessible gardens and a sensory-focused farm setting that engages touch, smell, sight, and sound.
