A 71-year-old Baldwin man was arrested on Tuesday after he was observed watching children and touching himself inside his car in Baldwin, police said. Philip Malfettone is charged with four counts of fourth degree stalking and endangering the welfare of a child. According to police, Malfettone was observed by witnesses in his parked car on St. Luke's Place watching children and touching himself around 4:16 p.m. Tuesday. Witnesses told police that they had seen Malfettone parked on the block several times in the past, police said. Malfettone will be arraigned Friday in First District Court in Hempstead.
