Greenburgh Town Board unanimously asks State Legislature to authorize speed cameras near school zones---a test that could lead to more speed cameras
One of the biggest issues facing our town is speeding. In recent years I have been pushing for speed cameras on some roads where there is excessive speeding. Speed cameras will send a strong message to motorists that excessive speeding won’t be tolerated. Speed cameras change drivers behavior not just when a police officer happens to be present. Speed cameras recognize that police can’t be everywhere. They work 24/7. And removes the feeling among some motorists to slow down only when they see a police officer around.Drivers start assuming enforcement is always present.
Speed cameras can reduce fatal crashes, serious injuries. Every motorist is treated equally.
The goal is not revenue – it is safety. As compliance rises fines will drop.
Speed is a big factor in the severity of crashes.
Members of the State Legislature are not ready to give the town permission to place speed cameras all over the town-but they seem receptive to letting the town test out the concept near schools.
At the Greenburgh Town Board meeting on April 8th the Board unanimously approved a home rule message asking the Legislature to authorize speed cameras at three locations:
West Hartsdale Ave from Pat Capone Road to Hartsdale Road;
Hillside Ave at a point 85 feet south of Mclean Ave to a point 30 feet south of Riverdale Ave;
Ardsley Road: from a point 80 feet west of 456 Ardsley Road to a point 250 feet East of Sprain Valley Road.
If we get permission from the Legislature to test out speed cameras at these locations – we can ask for additional speed cameras in future years.
I am hopeful that the State Legislature will partner with the town to help us reduce accidents in our community.

RESOLUTION OF THE TOWN BOARD OF THE TOWN OF
GREENBURGH AUTHORIZING A HOME RULE REQUEST TO THE
NEW YORK STATE (“NYS”) LEGISLATURE FOR AN AMENDMENT TO
THE NYS VEHICLE AND TRAFFIC LAW AND PUBLIC OFFICERS LAW
AUTHORIZING THE ESTABLISHMENT OF A SCHOOL SPEED ZONE
CAMERA DEMONSTRATION PROGRAM IN THE TOWN OF
GREENBURGHTO ALLOW THE INSTALLATION OF SPEED CAMERAS
IN SCHOOL ZONES ON W. HARTSDALE AVENUE, HILLSIDE AVENUE
AND ARDSLEY ROAD
WHEREAS, the Federal Highway Administration lists speed safety cameras as a proven
safety countermeasure and act as a successful deterrent to speeding; and
WHEREAS, when located within school zones, speed cameras offer specialized protection
in these areas which are often frequented by children and who are more vulnerable due to their
physical and behavioral characteristics; and
WHEREAS, speed cameras in school zones are intended to augment, not replace,
traditional traffic enforcement; and
WHEREAS, the Town enforces the NYS Vehicle and Traffic Law but additional measures
are needed to combat the high volume of excessive speeding in school zones; and
WHEREAS, other municipalities in the County of Westchester and throughout the State
have successfully implemented school speed zone camera programs; and
WHEREAS, the Traffic and Safety Unit of the Greenburgh Police Department have studied
school zone speeding violation statistics and have concluded that the locations which may be most
positively impacted by the installation of school speed zone cameras are:
WHEREAS, the Town Board continues its efforts to further ensure the health and safety of
children and of all residents and believes that the automated enforcement of a school speed zone
camera program, specifically focused at the recommended locations, will provide a significant
deterrent for potential violators
