Should there be competitive bidding for sewer repair on E Hartsdale Ave? I say YES! East Hartsdale Ave sewer main break repair to be discussed Tuesday at Board work session at 5:30 PM Greenburgh Town Hall. Update will be provided. Discussion on whether to bid the repair job or not. I believe that the town should bid the project. This is going to be a very expensive project--in the millions. By having a competitive bid process I believe the town could be able to save millions of dollars. This is a memo I received from the Town Comptroller on June 23rd supporting that position. I am not posting this on the town website since I complained previously that opinions of Town Board members or myself should NOT be on the town website.

Emergency procurement is intended to be short-term. Awarding a multi-year contract without competitive bidding two years after the emergency would not be consistent with public finance procurement requirements.
Based on my review, the immediate threat has been mitigated, and the project should now be treated as a standard capital project subject to the normal competitive bidding process. If anyone disagrees, then we will need to reach out to the Comptroller's Office to allow us to continue without bidding.
At this point, I am prepared to proceed with bonding; however, I will need the updated total project cost. I understand there may be savings resulting from design changes, and that a revised figure is necessary before moving forward.
