Greenburgh Town Bd hires consultant--4 corners mixed use zoning change

Consultant will help town come up with plans for the future of 4 corners in Hartsdale

The Greenburgh Town Board awarded a contract for professional planning services related to the preparation of zoning ordinance amendments in connection with a Four Corners Smart Growth Zoning program grant we had received to BFJ Planning for an amount of $150,000.The vote took place at the Town Board meeting on February 12th. This is a very major action step that could lead to mixed use development at the four corners (East, West Hartsdale Ave, Central Ave).

In 2019, the Town Board approved a strategic redevelopment plan which supports a vision of mixed-use in the vicinity of the Four Corners intersection in Hartsdale. The Plan is linked here: https://greenburghny.com/DocumentCenter/View/7955/Four-Corners-Redevelopment-Plan-dated-5-22-19

In 2024 the Town was awarded a Department of State Smart Growth Plan grant with the funding ($135,000 plus $15,000 Town match) to be used to enlist the services of a Planning Consultant to assist with environmental studies, gathering public input, and drafting a new related zoning ordinance.

Commissioner Duquesne worked closely with the Town’s diversely talented 12-member Four Corners Steering Committee on all aspects of the Planning Consultant procurement process which included preparation of a Request for Proposals, review of the six responding firms (with interviews), and recommendations to the Town Board. Following Town Board interviews with two short-listed firms, Mr. Duquesne presented updates and a recommendation to move forward with BFJ Planning.

The year plus planning effort that will follow with the Consultant, working closely alongside the Four Corners Steering Committee, Town staff and Town Officials, will include multiple points of public outreach, and coordination with a wide range of stakeholders including Civic Associations, the Hartsdale Public Parking District, NYSDOT, the Planning Board, etc.

The resulting Zoning Ordinance, once approved by the Town Board, can lead to site plan proposals that are consistent with the Town’s vision. Environmental considerations such as transportation safety, stormwater, water/sewer, aesthetics, and others will be factored throughout this planning initiative.
