1-Year Old, 8-Year-Old In Car During I-84 DWI Traffic Stop: New York State Police
The Connecticut driver was charged with two counts of felony aggravated driving while intoxicated with a child passenger (Leandra's Law).
SOUTHEAST, NY — A Connecticut man is facing felony charges after putting two children in danger, New York State Police said.
On Sunday, at approximately 3:25 a.m., New York State Police in East Fishkill stopped a car traveling east on Interstate 84, in the town of Southeast.
During the traffic stop, the driver, identified as 35-year-old Edber Torres Chamba, of Danbury, exhibited signs of intoxication, according to troopers. Standardized Field Sobriety Tests were administered.

Two children, ages 1 and 8, were passengers in the vehicle at the time of the stop, according to NYSP.
Torres Chamba was taken into custody and transported to East Fishkill for processing, where he submitted to a chemical breath test that yielded a blood alcohol concentration of 0.16 percent.

The children were released to a sober third party.
As a result of the investigation, Torres Chamba was charged with two counts of felony aggravated driving while intoxicated with a child passenger (Leandra's Law), driving while intoxicated, and operating a motor vehicle with 0.08 percent or more alcohol in blood.
Torres Chamba was issued traffic tickets returnable to the Town of Southeast Court on Oct. 13.
