3 Arrested In Southeast On Drugs, Weapon Charges

State police initially stopped their truck for a vehicle and traffic violation.

SOUTHEAST, NY — Three men driving on Interstate 84 face multiple felony charges after being stopped for violations of the vehicle and traffic law. State police said troopers conducted a traffic stop of a Dodge Ram pickup around 9:40 p.m. April 24 on I-84 in the Town of Southeast.

After an interview of the driver, Fred Agyeman, 45, of Frankford, KY, the odor of marijuana was detected coming from inside the truck.

The trooper said Agyeman was driving while under the influence of drugs.

Additionally, troopers found a loaded 9mm Walther handgun, two marijuana plants, concentrated cannabis cartridges, multiple controlled opiate pills and more than $2,000 in cash.

Agyeman was arrested and charged with second-degree criminal possession of a firearm, third-degree criminal possession of a controlled substance with a prior conviction and fifth-degree criminal possession of a controlled substance, felonies, seventh-degree criminal possession of a controlled substance, unlawful cannabis growth and driving while ability impaired by drugs, misdemeanors.

Joseph Sam, 69, of Pawtucket, RI, and Charles E. Carter III, 46, of Frankford, KY, were both arrested and charged with second-degree criminal possession of a weapon, fifth-degree criminal possession of a controlled substance and criminal possession of a firearm, all felonies.

The three men were arraigned in the Town of Southeast Court.

Agyeman and Carter were sent to the Putnam County Jail without bail.

Sam was sent to the Putnam County Jail in lieu of $15,000 bail or $30,000 bond.

All three men will reappear in court May 17.
