CARMEL, NY — A nonfatal heroin overdose in Southeast in mid-December provided evidence that led New York State police to a Carmel resident.
On Monday they arrested William E. Mancusi. The 45-year-old faces three counts of Criminal Sale of a Controlled Substance in the 3rd degree, and three counts of Criminal Possession of a Controlled Substance in the 3rd degree, all class B felonies.
State Police alleged Mancusi was selling heroin in the area.

Mancusi was arraigned in Carmel town court and sent to the Putnam County Jail without bail. He is scheduled to reappear on Jan. 24.
In the most recent quarterly opioid report on New York's counties, issued in October, state data reported naxalone was administered by law enforcement or EMS for overdoses 63 times in Putnam County in 2020.
