Man Arraigned In Tarrytown Shooting Death
Police would not say how the victim knew the man accused of killing her.

TARRYTOWN, NY — The man accused of shooting and killing 34-year-old Jessica Wiltse in Tarrytown Tuesday faces a second-degree murder charge. Cynell Brown, 28, who has no permanent address, was taken into custody Tuesday at the Port Authority Bus Terminal in Manhattan after a manhunt that forced several school districts to go into lock-out.
Tarrytown Police Chief John Barbelet would not say how Brown knew Wiltse, nor would he discuss possible motives, lohud.com said.
Wiltse, who lived at the Sleepy Hollow Gardens apartment complex, was found bleeding and semi-conscious around 7:16 a.m. Tuesday. She died after being taken to Westchester Medical Center.

Police said a weapon was recovered.

The school districts of Irvington, Ardsley, Dobbs Ferry, Hastings-on-Hudson, Tarrytown and Elmsford were on lockout mode — meaning only students and staff could enter the school buildings — while police combed the area for the shooter.

Brown is being held without bail and will appear in court again later in March, FiOS1 News said.
