Greenburgh Paramedic Supervisor Forged Certification Cards, Kept Student Certification Fees: DA

The 51-year-old Dobbs Ferry resident was arraigned on a 45-count complaint, according to the Westchester DA and the NYS Comptroller.

GREENBURGH, NY — An official who who was trusted to help keep first responders training up to date, instead pocketed the fees and forged certifications, according to investigators.

Westchester County District Attorney Susan Cacace and NYS Comptroller Tom DiNapoli announced that 51-year-old Jared Rosenberg, of Dobbs Ferry, who worked as Greenburgh's paramedic supervisor, was charged with several felonies in relation to his alleged forgery of 22 medical certification cards and unlawful retention of student certification fees.

Rosenberg was arraigned before a judge on Friday on a 45-count complaint charging him with felony third-degree grand larceny; felony first-degree scheme to defraud; misdemeanor official misconduct; 22 felony counts of second-degree criminal possession of a forged instrument; 10 felony counts of first-degree falsifying business records; and 10 felony counts of first-degree tampering with public records.

Rosenberg was released on his own recognizance, as none of the charges are bail-eligible, according to the DA. The case was adjourned to June 5.

"All public servants are expected to conduct themselves according to the high standards demanded by Westchester residents,"Cacace said. "As alleged, this defendant betrayed that trust, and we will seek to hold him accountable for his actions, as we do any official who disregards their duty to the public."

According to the felony complaint, Rosenberg, the EMT-P Paramedic Supervisor for the Town of Greenburgh, was responsible for filing certifications with the NYS Department of Health for regular trainings that he conducted with members of Greenburgh's Emergency Medical Services, and others.

From May 14, 2022, until July 23, 2025, Rosenberg allegedly conducted these trainings, which were designed by the Health and Safety Institute, and instead of remitting $3,000 in student fees to HSI, he kept the fees for himself and forged the HSI certification cards, according to the complaint.

"I commend Comptroller DiNapoli for working with us to ferret out this alleged fraud," Cacace added.

"Jared Rosenberg allegedly scammed people seeking national CPR and First Aid certification by instead pocketing the required fee and crafting fake certification cards," Comptroller DiNapoli said. "He allegedly not only victimized the national organization, but EMS providers, and many other people and groups, who were led to believe they were obtaining valid credentials. I thank DA Cacace for her partnership in the investigation that led to today's arrest."

The case was investigated by the NYS Comptroller's Office, the NYS Department of Health, and the Investigators Squad and Public and Law Enforcement Integrity Bureau within the DA's Office. The case is being prosecuted by Public and Law Enforcement Integrity Bureau Chief Dyer Halpern.
