Greenburgh Town Board Meets with Environmental Consultant about Frank's Nursery Auction

The meeting is to ascertain the extent of environmental conditions on the Frank's property, located at 715 Dobbs Ferry Road.

Greenburgh Town Supervisor Paul Feiner Saturday sent out the following notice to residents, officials and staff concerning Tuesday’s Town Board meeting concerning the upcoming auction of the Frank’s Nursery property.

The auction was set for Nov. 18, but it was postponed due to environmental concerns from bidders. A new date for the auction has not been established:

The Greenburgh Town Board will meet with our environmental consultant on Tuesday at 9:30 AM during our work session to discuss further environmental studies that will be taken in order to ascertain the extent of environmental conditions on the Frank’s property, located at 715 Dobbs Ferry Road. Once the studies are complete the town will re-schedule the auction of the former Frank’s property. We postponed the auction –which had originally been scheduled for November 18th because some of the possible bidders indicated that they wanted more info re: the costs of environmental remediation before they agree to submit significant bid offers.

At a Special Meeting today of the Board of the Town of Greenburgh, the Board asked for a presentation from its real estate advisor, GA Keen Realty Advisors, LLC (“Keen Realty”), regarding the upcoming auction of the former Frank’s Nursery site, 715 Dobbs Ferry Road, White Plains, New York. Harold Bordwin, the Co-President of Keen Realty, advised the Board that the feedback that he and his team had received from prospective bidders included significant reservations about the environmental condition of the property. Specifically, Mr. Bordwin stated that many prospective bidders indicated that they would not bid or that they would bid a nominal amount in order to account for the unquantifiable environmental remediation costs at the site. Based upon that market feedback, Mr. Bordwin recommended that the Town suspend the auction and not receive bids for the property, pending the results of further environmental studies. Based upon that information and advice, the Town accepted the recommendations of Keen Realty and (A) suspended the auction, (B) announced that it would not accept bids, and (C) directed the Commissioner to reengage with the Town’s environmental engineering firm to complete further environmental studies. Keen Realty will be communicating this to all prospective bidders.
