Russell was convicted for sexual abuse in the second degree in 2005 and given a six-year probation.
According to Assistant District Attorney Robert Docherty, Russell was arrested on June 25 of this year for Unlawful Dealing with a Child in the First Degree and did not report the arrest to his probation officer, who was present at Monday's session.

Russell's bail is set at $2,500 in New Rochelle.
Additionally, Russell tested positive for marijuana on two dates in June. The drug testing was mandated as part of his treatment after his 2005 conviction.
At Docherty's request, Village Justice Alponse Naclerio said Russell will be remanded in Westchester County jail without bail. Docherty cited the man's "severe mental health issues" and the fact that he is "dangerous to the public," especially younger people, as reason to remand him.
The case was adjourned until August 23.
April DWAI Case Will Continue in September
James Levin Nieto, 22, is charged with DWAI (alcohol), criminal possession of a controlled substance in the fifth degree – the possession of marijuana, and the criminal possession of a controlled substance in the seventh degree.
He was initially arrested on April 9. The case was adjourned until September 13 in order for Nieto and his attorney to meet regarding his plea of not guilty in response to Docherty's proposed reduced charges.
Dog Leash Assault Defendant Case Pushed Back Again
Norman Sanchez, 23, appeared in court again to answer to five charges, involving December 2009 and February 2010 arrests.
He is charged with second-degree assault after allegedly hitting his ex-girlfriend multiple times with a dog leash last fall, aggravated criminal contempt, assault in the third degree and two counts of criminal mischief in the fourth degree.
Docherty discussed a new offer and the case was adjourned until August 23 so Sanchez's attorney could discuss the offer with him.
Additional time was spent discussing the order of protection previously granted to Sanchez's ex-girlfriend. The order prohibits Sanchez from interacting with her, but she apparently lives in an apartment at 100 College Avenue, the same address Sanchez's parents and grandparents share.
Sanchez's attorney said he would like to be able to visit his relatives, who live on different floors than his ex-girlfriend.
Docherty opposed the idea and said previous altercations have arisen when Sanchez and his ex have seen each other by chance, and allowing Sanchez into the building would increase the likelihood they cross paths.
Naclerio said the order does not prevent Sanchez from being able to access the building, just Monegro's apartment. He warned Sanchez it was his responsibility to avoid her.
"I think I've made myself abundantly clear," said Naclerio, over Docherty's protests.
He made no changes to the order of protection.
Man Allegedly Choked Girlfriend, Has Other Charges Pending
Jermaine Jamal Jenkins, 25, appeared to answer to a charge of Harassment in the Second Degree.
Jenkins' August 2 arrest led to Justice Valdespino issuing a temporary order of protection against the victim, Jenkins' girlfriend.
According to Docherty, she called the police department to report Jenkins was attempting to choke her. He mentioned Jenkins has additional charges pending against him, including disorderly conduct and resisting arrest.
As such, he recommended Jenkins be referred to TASC for anger management.
"I don't think TASC is warranted [in this case]," said Jenkins' attorney.
"I'm going to order an evaluation," said Naclerio, who adjourned the case until August 23.
Tentative Trial Date Set for Coinciding Assault Cases
Attorneys for Otto and Otte Armstrong appeared in court today to set a tentative trial date for both defendants.
Otto H. Armstrong, 29, was arrested on September 3, 2009 and charged with Assault in the Third Degree.
Otte D. Armstrong, 19, was arrested on September 29, 2009 and also charged with Assault in the Third Degree.
Their attorneys set a tentative jury trial date of August 31, but said they would adjourn until next week (August 16) to solidify an appropriate date for all parties involved.
SH Man Allegedly Choked Woman While on Probation
Cassidy Cahill, 26, appeared to answer to a charge of Harassment in the Second Degree.
Cahill was arrested on May 2 for allegedly grabbing a woman, putting her against a wall and choking her.
He was served with an order of protection and ordered to avoid all interaction and communication with the woman.
According to Docherty, Cahill is on probation and has a DWI case pending in a nearby village.
Cahill indicated he needed to consult with an attorney and the case was adjourned until August 23.
Child Allegedly Endangered by Grandfather on Cocaine
Keith J. Hannon, 46, appeared to answer to a charge of Engandering the Welfare of a Child.
He was arrested August 1, on Pocantico Street, for ingesting cocaine while in the presence of an infant, his granddaughter.
Naclerio said Hannon is not to be the sole caretaker or babysitter of the child involved.
"You are not to be left alone with the child," he said.
Hannon was appointed an attorney, as he indicated he was homeless and could not afford one. The case was adjourned until August 23.
Police Officers Cite Man as Uncooperative
Heysson Hildalgo, 24, appeared in court to answer to a charge of Disorderly Conduct.
He was arrested on July 31 and allegedly refused to disperse when asked to by police officers at the scene of a masive brawl. He also allegedly cursed at the officers.
Hildalgo entered a plea of not guilty and the case was adjourned until August 16.
