18 Arrested In Westchester For Selling Heroin

The street-level sales were taking place in Greenburgh and White Plains.

GREENBURGH, NY — An investigation that began in 2016 netted the arrests of 18 individuals connected with street-level heroin sales in Greenburgh and White Plains. Westchester County District Attorney Anthony A. Scarpino Jr. said Thursday the defendants include long-time drug dealers with lengthy felony records.

“This coordinated, multi-agency effort targeted the right people to take off our streets,” he said.

The arraignments were the culmination of an investigation that began last year but which greatly expanded and accelerated at the beginning of 2017.

Many of the defendants were allegedly selling heroin to upwards of 25 customers, some of whom purchased heroin on a daily basis, Scarpino said.

Seized in the course of these arrests were two loaded handguns, 2.5 kilos of heroin — with a street value of $1.5 million — and more than $100,000 in cash, police said.

The following defendants are among the 18 who were arraigned:

  • Willie James Edwards, 51, of South Lexington Avenue, White Plains
  • Otto Armstrong, Sr., 60, of South Road, White Plains
  • Byron Gaynor, 50, of Kensico Avenue, White Plains
  • Alonzo Thompson, 55, of Grace Church, Port Chester
  • George Jamison, 47, of Park Avenue, White Plains
  • Leon Richardson, 62, of Fisher Avenue, White Plains
  • Francis Brooks, 57, of Evarts Avenue, Elmsford
  • Daryl Kyle, 63, of Oak Street, White Plains
  • Clifton Monk, 54, of Kensico Avenue, White Plains
  • Bernard Pease, 59, of N. Kensico Avenue, White Plains
  • Dwane Stennett, 56, of Cottage Gardens, Yonkers

Charges against the above named individuals include:

  • Third-degree criminal sale of a controlled substance, a felony
  • Third-degree criminal possession of a controlled substance, a felony
  • Fourth-degree conspiracy, a felony

Scarpino thanked the White Plains, Greenburgh, Yonkers and Port Chester police departments, the Westchester County Department of Public Safety and the F.B.I. Safe Street Task Force for their efforts in the investigation.
