The city has activated a Code Blue emergency, intensifying round-the-clock outreach to bring people indoors, loosening shelter intake rules, rerouting 311 calls to 911 for faster response, and expanding overnight outreach efforts, Mamdani said.

Officials have also opened new warming shelters, health centers and warming buses citywide, limited hospital discharges, and partnered with advocates and faith-based groups to canvass neighborhoods and protect vulnerable New Yorkers from the extreme cold, Mamdani said.

The identity of the Upper East Side man has not been determined yet.
