Education Council Presents 2 Rezoning Plans for Upper West Side Schools

The plan proposes changing attendance zones for several public schools on the Upper West Side.

UPPER WEST SIDE, NY — If you live on the Upper West Side, your neighborhood public school could be changing soon.

The Community Education Council District 3 — which encompasses the Upper West Side and parts of Harlem — presented two plans Thursday night proposing attendance zoning changes for public schools on the Upper West Side.

The plans were presented during a working group meeting of the district's zoning committee that was open to the public. It was the first of many discussions regarding school rezoning on the Upper West Side. The zoning changes were presented as solutions to district overcrowding and as efforts to reallocate children from the Amsterdam Houses among three different schools.

Both draft zoning plans focus on the re-organization of schools in the southern end of the district, specifically P.S. 191, P.S. 452 and P.S. 199.

Both plans proposed to move P.S. 191 into the newly acquired M342 building. Re-siting P.S. 191 was a high priority goal of the Community Education Council, according to a presentation from a June 20 school district meeting.

Where the zoning plans differ is when it comes to figuring out what to do with the current P.S. 191 building. One zoning plan proposes creating a new elementary school to inhabit the building and the other proposes moving P.S. 452 into the building vacated by P.S. 191.
